Licensed producers are regulated by the federal government through Health Canada under the Access to Cannabis for Medical Purposes Regulations (ACMPR). Producers can have any combination of licenses to cultivate and grow and/or sell dried cannabis, cannabis oil, seeds, and/or plants to grow.
Dispensaries are not regulated by Health Canada and are therefore illegal. Although many dispensaries remain open, several have gotten shut down. This will only continue as marijuana is set to become recreationally legal by July 2018.
